Leadership: Robert Kocharian, President (elected December 22, <
1994); Leonard Petrossian, Prime Minister; Arkady Gukasyan,
Foreign Minister; Samvel Babayan, Defense Minister.
Independence: The Republic of Nagorno Karabagh was established on
September 2, 1991 and declared its independence on January 6, 1992.
CIS membership status: Nagorno Karabagh is not a member of the
CIS.
Constitution: The Parliament, which approved a temporary
constitution in June 1992, had been working on drafting a
constitution for the republic. This task will now be assumed by
the new parliament.
Elections: The Law on the Presidency, enacted December, 1994,
establishes a five-year presidential term, although the election of
Kocharian is limited to two years. Parliamentary elections were
held April 30, 1995 for a new 33-seat parliament.
Diplomatic representation: Nagorno Karabagh's representative to
the United States is Ardem Haroutunian. Varoujan Krikorian is the
representative of Nagorno Karabagh to the European Community and
the European Parliament.
